Laser based weapons only use cap if they hit the target. Ie, weapons does not fire if they dont have a positive fire sollution. Since laser based wepons have lightspeed velocity, it's a credible way to fix cap issues.

Apoc is the best fleet sniper BS. Abbadon, runs out of cap almost instantly with 8x tachs. Armageddon, 1 mid slot short. Apocalypse, MWD + 2x SB + TC and no tachy issues. Tracking Computer > Tracking Enhancer.

Why can't Amarr get a new weapons type? They are energy based, not laser exclusive. I suggest: Particle Beams which focuses on Explosive/Thermal damage. Would give Amarr all damage types beside kinetic, and I can't see how energy weapons would do...
